Full information about Visas to come to the UK is available on the United Kingdom Border Agency website
You do not need a Visa to come to the UK if you hold a valid passport from a country in the European Economic Area (which includes all the European Union countries plus Iceland, Norway and Liechtenstein) or Switzerland.
The countries whose nationals need Visas are listed on the UKBA site
If you need to apply for a Sports Visitor Visa you will be asked to provide an invitation to take part in the World Rowing Junior Championships from British Rowing.
The UK Border Agency (UKBA) recommends that you apply well in advance (they advise at least two months in advance) to ensure that there is sufficient time to process your Visa application.

Types of Visas
Adults (i.e. people who will be 18 years old or older when they wish to travel to the UK) should apply for a Sports Visitor Visa. Applicants for this type of Visa should complete Application Form VAF1J (Sports Visitor) available here
Anyone who will be younger than 18 years old when they wish to travel to the UK should apply for a Child Visitor Visa. Applicants for this type of Visa should complete Application Form VAF1A (General Visitor) available here
